That's already been done, such descriptions as headings, lists,
tables, forms, etc. So you're reading your web page and you come
across headings, as far as I know at present you have absolutely know
idea wwhere the headings are, that's just one example.
Now I've stated that I'm not using Safari 3 Beta and for all I know,
Apple may have included element descriptions in that, I hope they
have as I regard them as particularly important when browsing the
web, yes you can get along without them as I've been doing for 18
months when using the Mac <smile> but they're damn handy sometimes too.

According to one report, Leopard's VoiceOver will allow you to set
verbosity for particular things (like links, lists, and list markers):
