No, it shows how useless WebKit, Safari, and VoiceOver are at
reconstructing missing alternative text. That's a major problem, but
it's obviously not the totality of web access. Many websites provide
alternative text using the correct HTML attribute, and it's usually an
easy fix for authors to do so.
