OK that did not work, however I did find the open with option in
the file menu. This key sstroke is not working in any application. By
the way I found, downloaded and installed Onyx? I ran into a pproblem
when I tried to copy it to the Apps. folder. It said nothing and it
appeared to be stuck. I restarted my system and it was in the folder.
Never the less I want to get this key stroke working. Is it a setting
that may be turned off or disabled?

Now arrow to the right just once.
Now down-arrow to a word-processor. Such as TextEdit and press

how TextEdit is set, you will have to locate the document with VO
keys Right or Left Arrow. Once there, you can read the file, or you
can press VO Keys Shift Downarrow to interact with the file. In
this way, you will probably not stray to other parts of TextEdit.

Let me clarify something.
When you press VO Keys Shift Space, it is the same thing as right
clicking.
So, in Finder, go to the file you wish to open.
Then press VO Keys Shift Spacebar and down arrow to open with,
Right arrow once and down-arrow to the application you want. For
example TextEdit should be one of the choices. Then press enter.
That should do it.
