No!
VO keys are Control and Option held down together than what other
keys are needed for a specific VO command.

with VO keys Right or Left Arrow. Once there, you can read the

Let me clarify something.
When you press VO Keys Shift Space, it is the same thing as
right clicking.
So, in Finder, go to the file you wish to open.
Then press VO Keys Shift Spacebar and down arrow to open with,
Right arrow once and down-arrow to the application you want.
For example TextEdit should be one of the choices. Then press
enter.
That should do it.
