When I bought my Mac Mini two and a half years ago, I had the option of several different CD or DVD drives. You have to remember, the Mac Mini is an entry-level, low-cost Mac, and so they have options like that to help keep the price down for those who don't need some functionality. Sorry you are having trouble, but you do have some options, as others have shared.
