You hit it on the head.Narrater is nothing like VoiceOver and Microsoft did not plan for it to be anything more than what it is. I believe Microsoft to avoid having the screen reader companies scream and pitch a fit, Narrater was something to get you buy if necessary, but no serious effort has gone into its development. I'd almost bet this was an arrangement between Microsoft and the various screen reader companies. If Microsoft wanted to develop Narrater into a true screen reader, they would have just bought up a company and done it. Of course lets also keep in mind that Narrater is not a part of the os in the same manner as is VoiceOver and so to even compare them in any way beyond a means to get verbal feedback from the screen is pointless.
