Ahh, I think you're talking about magnification of the dock icons as
your focus moves over the icons. The general screen magnification is a
separate feature which, as mentioned before, you can turn on in the
Universal Access Preferences. For mouse users you can do
control+rollerwheel to change the amount of zoom. For keyboard users
command option equals or command option minus soom you in and out to
your preferred magnification. There is also voiceover zooming where the
item in focus can be magnified.

I can only get it to Magnify the bar at the bottom of the screen, which can
be moved Left or Right. I turn it on from the Doc.
