Hi Dan a lot of us are totally blind and it can be a bit daunting at the beginning.
That checkbox under keyboard shortcuts should be checked by default but if it is not, checking it will allow you to use the tab key and arrows fully. I have all those cursors checked, but some do not. if you check all the cursor tracking checkboxes and find you are having trouble, press vo-shift-f3 to toggle tracking off and then back on again when you need. bear in mind that if you toggle tracking off, it will come back on the next time vo restarts.
