There is a volume in the VoiceOver utility and you might want to check that. You may also wish to be sure speech in the VoiceOver utility isn't muted. Let me know if that doesn't help. Also, do you happen to have another account on that machine? I'm just thinking if these two items are set correctly, we may have to do a bit more poking about.

Unfortunately, a sighted colleague was playing around with it and now I can't get the voiceover to speak. The volume is at full and i could play music no problem. My wife was able to get the VoiceOver utility up by typing voiceover in the spotlight search box. I am able to scrol down the different voices and hear the voice samples but I can't get voiceover to talk.Any ideas what might have happened hear?
