This was true for me on Tiger, but interestingly enough for me the DVD Player app always worked in Leopard even without a monitor. For that matter, vlc did as well, something else that failed in Tiger. One thing to note though is that I definitely noticed the mini not running at full speed when a monitor was not connected. It wasn't unuseable but was definitely noticeable.
