well, it seems that this (in my opinion - hasty and wrong) decision is made, right ?
maybe somebody can point me to the file that contains this parameter and it's syntax, so that i could check it out in 1.9 builds (and start my list of config file changes...) and remember to change it for every installation.
btw, to make sure that i'm not completely wrong, i did a short 'research' ;))
i called/met several (5 ;> ) people whom i've introduced to oo.org (for writing of complex documents that word was unable to handle, for precise object layout in the page etc) and described this setting, presenting current case and arguments of both sides. these people mostly use msoffice and either use oo.org for a short time or do it periodically.
4 of them said that they would prefer remembering of the position. one said that in her current job starting at the top of the page would be more preferrable, because her job mostly involves a lot of short (1-2 pages) documents that are rarely modified later. she added that if she would have to work with longer documents she would prefer remembering.
i also asked several other persons on irc ;) (in this case we must remember that mostly they all are pretty knowledgeable in computers).
overall it was 50/50.
several persons independantly expressed that they would like old documents open at the top, but those recently edited - at the last cursor position ;). (one mentioned that palmos does this for all applications - is this true ?).
one even said that she hates quarkexpress because such a feature doesn't work in it :) (again - is this true ?).
one said he would like to see this option per document.

so, nothing new here - it's a matter of preference/working habits. and it's not as chad puts it - that two persons like this setting, at least not in my experience. but then, if i know the configuration file, i can tell them what must be changed. it's just that i will feel uncomfortable telling them to dig in those files...
