The problem is the same as with all other DRM strategies. Once you can *see* the document, it is fundamentally impossible to prohibit changing. The best you can do is make it difficult or inconvenient. The current password locking does that. Or make it possible to *detect* the change. For this, a variation of our current digital signature scheme could be devised.
