Root permission is not needed for a worm to distribute itself, or lay tormant 
and
attack some site with a ddos at a pre-determined time or sniff the users 
passwords
and send them to some central computer. Or in other words, if you care about the
attacks that happen and cause most of the damage in the "Windows" world. Root is
only relevant to the issue if you are a stricktler and want to see the virus / 
worm
infect shared binaries.
