The locale that is selected has a number of effects in OOo that can not
otherwise be manipulated.

Armenian (Turkey), Spanish (US), Basque (Spain), Macedonian
(Greece/Romania?), Chechen (Russia) etc.
I'm just trying to point out a technical inconsistency here.
a) OOo responds to what people ask for,and is technically feasible.
Thus far, it appears that nobody has asked for Armenian (Turkey) or
Chechen (Russia), yet. Somebody has asked for Kurdish (Turkey)
b) By OOo 3.0, or more likely OOo 4.0 a different way of specifying
locale and language will have implemented, because the current method
simply doesn't scale. [For OOo to support a11y writing systems, with the
same parity as non-a11y writing systems, a minimum of 10^7 new
locale/language choices will be added, and 10^8 is not out of the question.]
