No, the idea of an ODF toolkit goes beyound what the XML project can do. The XML project is about the basic technology used for ODF, in the same way as e.g. the UCB is used to access the files on disk. An ODF toolkit also isn't an extension to OOo, it has a much wider scope. It starts as an offspring of OOo, hence its close relationship to the project.
