Expecting that they would in a project whose goal is to improve the user experience sounds frankly weird. "I think you could make OOo more pleasant to use if you..." - "Hold it: please enter your comment in this abstruse form which looks in every line created by an hardcore programmer who wanted to make people suffer" I'd suggest to not worry about how UX issues are displayed in Issuezilla, because if the project wants them filed it has to find people who input them after reading email from casual users.
