Well not entirely since a wps2doc filter would allow a doc version of a wps file to be imported to OOo and therefore to ODF. I think its about priorities again. Concentrating on filters for the most common proprietary formats and making them as accurate as possible is a sensible strategy since its likely that their will already be a way of getting the less popular formats to ODF via these formats. Spreading the resource to many formats and doing them not so well is a lot less efficient. We would end up with a lot of stuff that is not quite good enough for many people.
