Well not entirely since a wps2doc filter would allow a doc version of a
wps file to be imported to OOo and therefore to ODF.
If I understood it right, this filter is an add-on to MS Office. It
allows to import WPS files in several MS Office versions (via "Open file").
This can't be used by anybody not possessing a copy of MS Office, so we
can't recommend it to people asking that question on our lists.
I wasn't able to find a standalone wps2doc filter on the Microsoft
download pages (perhaps there might be one, description not entirely
clear), but the link Ain provided points to a filter only working with a
(legal?) copy of MS Office.
