If the issue is a business wanting to migrate to ODF, or even an individual that has some important files, don't you think they might be able to find someone to convert their files for them? Even pay for it if it frees them from lock-in. Ok, not ideal but better than no possible solution and also better than diverting valuable resources from other areas. So if you have important Works files you need to use in OOo, ask someone on the list who has access to MS Office to help you. That is more likely to bear fruit than waiting for a community developed filter, I think. Personally, I can't understand why anyone would continue to use MS Works when OOo exists apart perhaps from lock-in to its file format.
