Can you find the roadmap for OOo 4.0 on either the wiki, or
the main website?

Can you find the roadmap for Microsoft Office on the main website for the next version of Microsoft office?

what the requirements for the sites are etc.?

I would move everything except for Issuezilla, and the
archives of the mailing lists to a wiki.

Just because is a wiki doesn't mean is easy to find anything there. Take a look at the wiki we currently have and you will find that some pages are orphaned. I have experienced that as a leader o the Spanish project having users creating pages overnight without even knowing how to use mediawiki.

As opposed to wikipedia we don't have an army of resources to police the content nor a heavy backend of administrators to keep the mediawiki updated and vulnerability free.

Existing projects get to create material under the auspices
of the localization project that they are affiliated with.
Each existing project would become a category on the wiki.

Disambiguation pages would be used only for things like
"Roadmap" which would point to things like the roadmap for
2.3, 3.0, 4.0, etc.

Most of this roadmap is generated by Sun. If you want to know the roadmap of OOo just ask sun. GullFoss which is the Sun development blog just publish a roadmap a few weeks ago for OOo 3.0
