The Gentleman responsible for this; AA CIO Doug Wilson, is an ex MS employee and has substantial history with them. The decision was less about the reasons stated and more about personal preference guided by MS people in his network.

That answers a lot. It sounds like the same reason we have been forced away from our pop3 access to mail to Exchange Server. Not an IT decision but management.
