No - 5.2 (Consent voting) speaks of Consent, what is clarified in 6.5!
6.4 (consensus) is the clarification for consensus as used in 5.6
(changes to the charter).
Please do *not* change this again before this plebiscite ends - and the
proposals geth either accepted or rejected. The Proposal in this current
form has been approved by the Council and by the Project Leads. Any
change would mean, we must go through the full process again.

Again recent years have show us the problems of allowing abstentions to
count as approval.
No - this has been changed by intention. As said in my previous mail,
the normal situation in the council's work was that decisions had to be
delayed or no decision was taken ever. The result in many cases was,
that those who asked the council had do go on without councils approval
- or even a clear advice from the council.
But again - I see your concerns and the current charter needs rework in
several areas. You are welcome to work on this following the rules for
changing the charter. You are even welcome to apply for a council seat
;) But for the moment, please let others people give their comments to
the current proposal, so that we can come to a decision.
