Of course, the overlap is there and that's one reason why we failed to make progress on performance: we have overlap but didn't manage to get people to work on the overlapping parts. So it's good to have a dedicated group of people that gives performance a priority. In the same way as we have e.g. a graphics or a framework project though it overlaps with other projects as well. There's no requirement for the OOo projects to be disjunctive.
