I can see willingness to adopt new technology being correlated with
all sorts of things:  importance of project (don't want to risk anything
new on an important project unless I really have to), past experience (less
effort doing it the way it has always been done), youthfulness (young people
are generally game for something new), etc.

Of course at the end of the day it is a cost/benefit + risk analysis problem
Not that software developers ever get involved with carrying out such
activities :-(

This is a tough problem.  Good luck with it.
