If Dave Koelle has the copyright on the whole code, then he is free to
(re-)distribute it under as many licenses as needed. In this case, he could
also contribute it to the Restlet code base by signing our JCA.

However, there appear to be three authors/contributors, so we would need to
get the agreement and JCA of all of them which complicates things a bit.

The easiest way to encourage such a class to be used across as many projects
as possible is to release it under public domain. For example we already
incorporate a Base64 class from Robert Harder:
