I haven't touch this area in several years and don't know of any updated
pre-built cf to handle this, but I can tell you that you are correct in that
a lot of these solutions are out of date.

I found this out the hard way in looking for this type of solution for a
FedEx shipping solution and ended up rolling my own FedEx solution using
their API. Even after looking at some of the logic in these pre-built
solutions it was apparent that they weren't very accurate and most were
buggy.

The API's are the way to go in my opinion as you don't have to worry about
the fuel calculations and other math that the API just handles for you.

Most of these require a developer key which you can get from there developer
site(s).

Hopefully someone else on the list has something for you since you are
stating that time is critical.
There are numerous ecommerce solutions with built in shipping features, so
maybe you could get with one of their developers for insight.
