Jeff Charlie has the right resources on his sites for you if you need them. In fact years ago this is how I ended up researching how to develop shipping solutions. My previous comment about pre-built solutions was geared towards what I had found, and there may indeed be some out there for you to use.
I do know there are some paid services available where you can select what ever shipper you want and send the data through there service. Sorry I can't remember the site though.
