Tommy,
Loading non-Flash Player 9 SWF files into a Flex 2/3 application is often
very wonky because the Flash 8 or lower file gets loaded into a different
virtual machine (AVM1) than the VM that Flash 9 content is loading (AVM2).
Generally speaking, those two VMs do not speak to one another.

If all you are doing is converting the images to Flash 9 SWFs then you could
follow Ken's advice.

My question to you: Why SWF? Why not keep the files as JPEG files?

Also, how are you loading these files? Are you using Loader? SWFLoader?
