Some people had plans to fork it and make it AGPL, but finally they chose to implement Kallithea at http://gitbull.org/
Another solution is to host Gitlab yourselves. It's very good software and every month on the 22nd like a clock, they deliver an upgrade with bugfixes and new functionality. Functionality-wise, Gitlab is almost on par with Github, except that it provides private repositories. https://kallithea-scm.org/ is written in Python. It does not support wiki nor issue tracking yet.
