Neo2 ist ein für die deutsche Sprache optimiertes Layout, daher kannst Du hier Deutsch schreiben. Diese Tastenkombinationen werden über XCompose realisiert. Das ist ein X11 Feature, das aber auch von Waylandprotokollimplementierungen wie Plasma/KDE umgesetzt werden wird, wenn es irgendwann dort mal Standard wird. Zumindest scheint die Gnome Shell es zu implementieren. Das Feature funktioniert über das Einlesen einer Datei, die Zeile für Zeile aus Regeln besteht, welche definieren, aus was für Zeichenkombinationen welches Zeichen generiert wird. Verwendet werden dafür X11 Keysyms, welche in den Headerdateien von xorg-proto stecken [2].
