Given this would be year 1 for a D&I track, and ApacheCon has typically
not focused on making this a thing, let alone ensuring people can
attend who can speak to the topic, I personally feel a full track is
premature.

Compromise: If Sharan has room, carve out a half-day from the
community track for D&I. This could serve both the topics you mention
above without forcing a distinction, and would serve both groups of
interested parties. It'd also encourage cross-pollination vs. forcing
attendees to decide which track they'd rather attend (to the detriment
of both...)

Combine this with a BoF session for people who want to drive D&I
initiatives and we wouldn't be overreaching for Year One.
