One question to ask yourself (apart from "is it on the master list")
when thinking about 1.0 features is whether something can be introduced
later without breaking existing code. 1.0 is our "it will be stable"
guarantee. Something like #3148 looks like it could pretty easily be
added afterwards without affecting existing code.

I'll also note that that ticket has sort of weaved it's way up to "ready
for checkin" without too much participation from core developers and
it's a bit of a change. It's sort of got there via "nobody's
complained". Since Adrian seems to be the one most interested in it,
it's likely to be him who will eventually address it, but whoever does
it eventually, I wouldn't be too surprised to see it bounced back for
better design or technical reasons (just playing the odds -- I haven't
read the ticket after a very early patch some time back).
