Yes, this is a change.  The reason that the draft spec said zip
compression was that there was a MIME type for zip but not for gzip.
That was an oversight which I fixed with RFC 6713 which defines
application/gzip.

gzip is technically better, since it can be compressed and
decompressed incrementally as a stream, while zip requires storing the
whole file before you can decode anything.

It's an interesting question who supports gzip.  My report processor
doesn't yet, but I'll fix it this week.  It's a pretty simple change.
