That presumes that it's possible to successfully impose a coordinated cut-over behavior on the global Internet. Good luck.
I was more thinking of a coordinate cutover by the handful of mail systems sending DMARC reports, which would encourage people receiving them to update their software.
I have about 20,000 aggregate reports archived here, but they're all from no more than 10 senders.
