Send whatever is most convenient, appealing, etc. for _*you*_ (if you
really can't decide then I'd suggest going with the trend of the spec
and use gzip). You're already doing Domain Owners a pretty big favour by
sending the report in the first place, those who are unable to process
the compression scheme that you choose will be unable to avail
themselves of your largesse until they resolve the following sticky
conundrum:
1. add the handful of lines of code required to bring in another
library and invoke it to uncompress a gzip when that's what the
report is compressed with
2. or, live without the benefit of your feedback.
I'd suggest that any Domain Owner who actually wants your feedback will
be willing to shoulder the immense burden of handling one more
compression format.
