The only thing that has to happen between now that and the switch over date is adding support for decompressing reports in gzip format. It doesn't matter a whit if some implementations (or the parties implementing them) are laggards in switching over to *sending* in gzip format, because the legacy format will still be readable (even if not "officially" supported).
