I think the use case here is for hosted mailing lists for small
entities.  I was on a call with some ESPs the other day, and they said
the number of lists for church groups and scout troops and the like is
huge, most of them use the list owner's individual e-mail address at a
consumer ISP or mail provider, and in most cases there is no practical
way for them to use an address in their organization's "official"
domain.  This is somewhat different from discussion lists since the
messages typically originate from a web form at the ESP, not the
author's mail provider, so O-A-R approaches don't work since there's
no O to A.

It's a real issue.  All of the solutions scale pretty badly, but
approaches that start by enumerating reasonably trustworthy ESPs seem
less awful than something that requires cooperation from the users'
mail providers.
