In practice, until something better shows up everyone downloads and
uses Mozilla's PSL.  It's a crock, but it's what people use.

But I can't see IETF publishing a standards-track specification that
uses the PSL, or anything like that.

The current DMARC spec just waves its hands and says use something like the PSL without specifically pointing at the PSL. We've done worse.

Having said that, it is not my impression that producing a standards track DMARC-bis is a goal of this group.
