This can be done for a new service to be defined, which then might
qualify for a new IANA for a port assignment.

AFAICT, no one can redefine any existing service, even ones that use
TLS, this way, though.

I'm not sure whether it would be a good idea, though - my view is that
this just serves to push port demuxing - which already exists outside
TLS - inside TLS.
