I think that puts far too much emphasis on WGs "owning" things. They don't. IMO IETF consensus wins (where it exists) over WGs and IANA DEs and most or all other things in the IETF context. That said, I do agree it'd be crazy to document this without having gotten and taken into account feedback from folks expert in http. Cheers, S.
