I'm pretty sure Wouter added the code, but I'm not sure who came up with the idea. Probably multiple people. It's a feature you really need when running DNS(SEC) on the stub or else you're continuously dealing with waiting on DNS. I believe the option was added to unbound 1.4.2 released around march 2010, and the RHEL and Fedora packages enabled prefetching then as well. So it's been there for over three years!
