I think this is the wrong forum to discuss this. You should ask the registries and the registrars. I don't think it's that hard to convince them – just build the software for them and say: put the EPP username/password/certificate in the configuration file and run this somewhere in your infrastructure and you'll be fine. Similar to EPP client – Most of the registrars are just running the EPP client we wrote with some wrappers around. I don't see this as a problem and certainly we should not stop working on CSYNC/CDS/CDNSKEY because of some hypothetical problem with registrars not willing to cooperate with registries.
