What exactly makes you decide that underscore labels aren't domain
names?  Indeed, one style of them uses two in a row, and there is
nothing whatever to say that there wouldn't be a zone cut there -- in
which case such labels are definitely domain names (I'll leave aside
whether the ones without a zone cut are too).  This is an operational
convention, not something that flows from the name "domain", and I
don't think we should define anything such that it depends on the
nature of domains.
