What exactly makes you decide that underscore labels aren't domain names? Indeed, one style of them uses two in a row, and there is nothing whatever to say that there wouldn't be a zone cut there -- in which case such labels are definitely domain names (I'll leave aside whether the ones without a zone cut are too).
