On the authoritative side I think server behaviour should be partitioned
into primary and secondary:

Primary servers are able to modify zone contents. This might be old skool
batch provisioning or dynamic on-demand trickery.

Secondary servers just serve what they get via xfer from primaries.

ANAME expansion happens on primaries and (in the future) on recursors, but
not secondaries nor stubs.
