It only works if the chapter headings use the default heading styles. Since we use custom styles for all headings, we can't use that feature. The numbering of figures by chapter is accessed by double clicking on the figure number in the caption. That opens a dialog for editing the field. At the lower right there is a box for setting the level of the heading that determines the chapter number. Usually that is Level 1.
