Those are fairly standard parked pages. See, for example, Kids.com
(owned by CNET) or Contests.com (owned by Yahoo) as other examples.
CNET and Yahoo are not scammers.

When one passes by an undeveloped lot downtown that might be used for
parking cars, or for billboards, one usually don't see protesters
shouting "build us a skyscraper NOW!" The owner is entitled, in a free
society, to develop their assets on their own timetable.
