The new version does do a 'refreshicons' automatically at the 'post-startup' stage. Clearly it manages to catch everything at that stage which responds to the message. Sending the message again later makes no visible difference. Your UPS monitor software is clearly broken in this regard - I imagine that any stop/restart of Explorer would cause its icon to disappear.
