OK thanks Gary. I thought it might be the diodes. I have 9 mhz signal going  
in and nothing coming out of T14. It looks a little tricky getting T14 out but 
I  think that is the next step. I'll let you know what I find after I get it 
open.  I better order some diodes!

You  can open up the can and replace the diodes.  The originals are  
Germanium and can be replaced with 1N541s  (if you can find them,  
unlikely) or with 1N5711 or other Schottky diodes.   You may  find when 
you open it up that the diodes are ok, but have managed to short  to the can.
