Ed,

Make sure that the rf deck and ps are both wired for the same line voltage, 
either 115 or 220.

Remove the tubes from the rf deck, and power it up and see what happens.  If 
ok, insert one of the tubes and see what happens.  If ok, remove it, insert 
the other tube, and see what happens.  If ok, insert both tubes and see what 
happens.

This might give some insights on where to go next.
