Try this test.
Hook the meter up backwards, I.e. switch the coax cables.
now the reflected position will read forward power and the forward
position will read reflective power
see if the reflective meter position moves now when you squirt some RF
into it. if it doesn't check the output of the diode before you start
with the pot.
you could have a solder problem (not unusual with mfj) on the selector
switch
